The Limits of Measurement Tools
Every measuring instrument has a limited resolution, which is the smallest division or change that the tool can display.
When an object falls between two tick marks on a ruler or scale, your eyes and brain must estimate where the edge lies.

Even if you used an electron microscope, the atoms at the edge of the pencil constantly vibrate, meaning no fixed edge exists at the atomic scale.
So if every measurement is an estimate, how do scientists describe what a measurement really represents?
Inherent Error and the True Value
The true value is the actual ideal quantity we want to measure, while the measured value is the reading we record.
